Our History and Mission.
The
Moss Free Clinic, which opened on November 2, 1993, began as a grass-roots
effort to provide basic health care to people who are not eligible for
government assistance, who do not have health insurance, and who fall
within designated federal poverty guidelines.
The Clinic is sponsored by the Fredericksburg Area Regional Health Council,
Inc., an outgrowth of a committee established by the Fredericksburg Area
Medical Society in November 1991. The committee was created to assess
the district's primary health needs and develop a cost-effective plan
to meet those needs.
The Council is a private, nonprofit, 501(c) (3) corporation, consisting
of volunteer directors, which include health professionals and lay citizens
representing a wide range of occupations and interests.
As a project of the Council, the Moss Free Clinic's
mission is to:
Provide free of charge, nondiscriminatory, quality health care services
to the medically indigent residents throughout the jurisdictions of
Caroline, Fredericksburg, King George, Spotsylvania, and Stafford (also
called Planning District 16)
The Clinic puts particular emphasis on prevention and individual patient
education, as well as providing early intervention, to prevent and/or treat illness and disease.
The Moss Free Clinic provides the following services free of charge:
- Primary, non-emergency,
medical care for health problems such as a sore throat
- Tuesday and
Thursday evening clinics
- Referral to
medical specialists when appropriate
- Basic diagnostic
testing, including radiology and laboratory services in cooperation
with MediCorp Health System
- Specialty medical
care
- Clinic for Patients with Chronic Diseases
- Gynecology
Clinic
- Referral to
medical specialists when appropriate
- Dental care
- Tuesday and
Thursday evening clinics
- Fillings,
Extractions, and Dental Hygiene only
- Prescription medications
(no narcotics or controlled substances)
- On-site licensed
pharmacy
- Health education
and promotion
- Nutrition counseling
- Lifestyle management
classes
- Health information
and referral

Dr. Moss |
In 1994, just a year after the Clinic opened, Dr. James Shield, then-president
of the Medical Society of Virginia, presented the Wyeth-Ayerst Physician
Award for Community Service to Dr. Moss at the MSV's annual meeting. In
doing so, Dr. Shield said Dr. Moss was being honored because "he exemplifies
one of the finest things that a physician can do and he has done it exceptionally
well. He has been a leader in Virginia in something that we are extremely
proud of - the free clinic movement".
A graduate of Hampden-Sydney College and the Medical College of Virginia,
Dr. Moss served the U. S. Army from 1941-46, attaining the rank of major.
He worked at McGuire VA Hospital until February 1948 and at Children's
Hospital in Boston until June of that year. At the age of 33, he entered
private practice and continued to practice medicine for 41 years. He retired
in 1989.
Dr. Moss, who was born and raised in Fredericksburg, died on August 28, 2006 at age 90.
